Programme Design and Donor Engagement for a Regional Media Initiative

Strategic framing, programme structuring, and proposal development for a media development initiative seeking EU and bilateral donor funding in the Western Balkans.

Context

A consortium of media organizations and civic actors sought to develop a regional programme addressing media sustainability and public interest journalism in the Western Balkans. The initiative had strong substantive foundations but lacked the strategic framing and programme architecture needed to engage institutional donors. Previous attempts at securing funding had produced technically detailed proposals that failed to communicate the programme's strategic value and regional significance.

Challenge

The initiative needed to do three things simultaneously: articulate a programme logic that satisfied EU and bilateral donor requirements for results frameworks and impact pathways; present a narrative that communicated urgency and relevance beyond the media development sector; and position the consortium as a credible and capable implementing partnership. The challenge was compounded by the fact that media freedom is a politically contested topic in the region, requiring careful positioning that was both honest about challenges and constructive about solutions.

Approach

CBD supported the consortium through the full programme design process. We facilitated the strategic design workshops that shaped the programme theory of change, translating the partners' expertise into a structured programme logic. We developed the narrative framing, moving away from a deficit-focused pitch (declining press freedom, struggling outlets) toward a constructive investment logic (strengthening the ecosystem conditions for quality journalism). We authored the core proposal documents, designed the results framework, and prepared the budget narrative. We also developed a communication brief that the consortium could use for stakeholder outreach beyond the immediate donor audience.

Outcome

The programme secured funding from a major European institutional donor and entered its implementation phase. The strategic framing developed during the proposal process was subsequently adopted as the consortium's public positioning. Partner organizations reported that the programme design process itself strengthened their internal strategic clarity and inter-organizational alignment.
